Short answer: the WhatsApp Business app is free and enough for most small businesses that reply to customers by hand from one phone. The WhatsApp Business API (Meta's WhatsApp Business Platform) is for businesses that need several people on one number, automatic messages such as order updates and reminders, or a connection to their website, store or CRM. The API itself is free to access, but since July 2025 Meta charges per delivered template message: marketing messages are always charged, utility and authentication messages are free inside the 24-hour customer service window, and replies to customers are free. Most businesses also pay a software provider on top.
What is the difference between the WhatsApp Business app and the API?
The WhatsApp Business app is the app you install on a phone. It adds a business profile, a product catalogue, quick replies, labels, greeting and away messages, and broadcast lists. It is free, and it works well for a shop or clinic that answers customers personally.
The WhatsApp Business API has no app of its own. Your WhatsApp number is connected to software: a shared team inbox, your website, your online store or your CRM. That makes possible what the app can't do:
- Many people on one number, each with their own login, instead of one phone passed around.
- Automatic messages: order confirmations, delivery updates, payment reminders, appointment reminders and OTPs, sent by your systems.
- Messages to customers who opted in, even if they haven't saved your number. Broadcast lists in the app only reach people who saved your number.
- Chatbots and routing, such as sending sales questions to one person and support to another.
- History in your CRM, so every customer's conversations sit with their orders and enquiries.
How is the WhatsApp Business API priced in India?
Meta moved the WhatsApp Business Platform to per-message pricing on 1 July 2025. You pay when a template message (a pre-approved message you send first) is delivered, at a rate set by the message category and the customer's country.
| Message category | Typical use | When Meta charges |
|---|---|---|
| Marketing | Offers, launches, festival sales, abandoned-cart nudges | Every delivered message |
| Utility | Order confirmations, delivery updates, payment reminders | Only outside the 24-hour customer service window |
| Authentication | One-time passwords (OTPs) | Only outside the 24-hour customer service window |
| Service | Your replies when a customer messages you | Free |
A few more rules matter for the bill:
- The 24-hour customer service window opens when a customer messages you. For the next 24 hours, your ordinary replies and utility templates are free.
- Click-to-WhatsApp ads open a 72-hour free window: messages to someone who reached you through such an ad are free for three days.
- Volume tiers lower the rate for utility and authentication messages as your monthly volume grows.
- India billing in rupees started on 1 January 2026, and Meta asks Indian businesses to move their accounts to INR billing by 31 December 2026. Rates for marketing messages in India also rose from 1 January 2026.
Meta publishes the current rate for each category and country on its pricing page. Check it before you plan a campaign, because rates change.
Is the WhatsApp Business API free?
Access is free, and many messages are free: replies to customers, and utility messages inside the 24-hour window. You pay Meta for marketing messages, and for utility and authentication messages sent outside the window.
On top of that, most businesses pay for the software they use the API through. Providers (often called BSPs, business solution providers) charge a monthly platform fee, and some add a margin to each message. Connecting directly to Meta's Cloud API avoids the provider fee, but you then need your own inbox or integration, which is development work.
Who should stay on the WhatsApp Business app?
- One or two people answer every chat themselves.
- Customers message you first, and you rarely send updates in bulk.
- You don't need WhatsApp connected to a website, store or CRM.
For most small shops, clinics and service businesses in Kerala, the free app with a good catalogue, quick replies and labels is the right start.
Who needs the WhatsApp Business API?
- Several staff need to answer from the same number.
- You send order, delivery, payment or appointment updates, and want them automatic.
- You run an online store and want order and cart messages on WhatsApp.
- You want WhatsApp conversations stored with customer records in your CRM.
- You run Click-to-WhatsApp ads and want the conversations handled properly.
How do you get the WhatsApp Business API?
- A Meta Business account, ideally verified with your business documents.
- A phone number for the API. A number already used on the WhatsApp Business app has to be moved over; it can't be on the app and the API at the same time in the usual setup.
- A display name that matches your business, which Meta reviews.
- Message templates for anything you send first, submitted to Meta for approval in the right category.
- Customer opt-in: people must agree to receive messages from you, for example by ticking a box on your website or replying to you first.
- Software: a provider's platform, or a direct Cloud API connection built into your own inbox, website or CRM.
Common mistakes
- Moving to the API when the free app would do, and paying for software you don't need.
- Sending offers as "utility" templates. Meta reviews the category, and marketing content is charged as marketing.
- Messaging people who never opted in, which leads to blocks and reports and can restrict your number.
- Choosing a provider only on the monthly fee, without checking per-message margins and what happens to your number and chat history if you leave.
- Sending one-way broadcasts only. WhatsApp works best when customers can reply and get an answer.
Frequently asked questions
What is the difference between WhatsApp Business and the WhatsApp Business API?
WhatsApp Business is a free app for one phone, used by hand. The WhatsApp Business API connects your number to software, so a team can share it and your website, store or CRM can send messages automatically. The app is free; the API charges per delivered template message.
How much does the WhatsApp Business API cost in India?
Meta charges per delivered template message, with the rate depending on the category: marketing messages are always charged, utility and authentication messages only outside the 24-hour customer service window, and replies to customers are free. Most businesses also pay a provider a monthly platform fee. Check Meta's pricing page for the current Indian rates.
Can I use the same number on the WhatsApp Business app and the API?
Not in the usual setup. A number registered on the API can't be used in the WhatsApp Business app at the same time, so moving to the API means moving your number. Plan the switch so customers aren't left without replies.
Do I need a provider to use the WhatsApp Business API?
No. Meta offers the Cloud API directly. A provider gives you a ready-made inbox and tools for a monthly fee; a direct connection avoids that fee but needs an inbox or integration built for you.
Can I send bulk WhatsApp messages with the API?
Yes, to customers who have opted in, using approved templates. Each delivered marketing message is charged, and sending to people who didn't agree to hear from you gets your number reported and limited.
